لَا يَرْقُبُونَ فِي مُؤْمِنٍ إِلًّا وَلَا ذِمَّةً وَأُولَٰئِكَ هُمُ الْمُعْتَدُونَ
Transliteration
Lā yarqubūna fī mu'minin illan wa lā dhimmah, wa ulā'ika humul mu'tadūn.
Full Translation
"They do not honor concerning a believer any bond of kinship nor any covenant. And those — they are the transgressors."

The Shift from Ayah 8 to Ayah 10
Ayah 8 warned: if they gained power over you — hypothetical. Ayah 10 states: they do not honor — present fact, always true. The shift from conditional to declarative is deliberate. This is no longer a warning about what they might do. It is a statement about what they are.
Who This Addresses
Scholars including Ibn Kathir رحمه الله connect this ayah to the pattern demonstrated by groups like the hypocrites of Madinah and treaty-breaking tribes who had repeatedly shown that their hostility was not political or tribal — it was directed at the quality of iman itself. Any human being who carried belief became their target.
The Legal and Historical Significance of ذِمَّة
The word ذِمَّة carries enormous weight in Islamic law. It refers to the formal covenant of protection extended to non-Muslims living under Islamic governance — the concept that gave rise to the term أهل الذمة. Using this word here signals that these groups violated even the most formal, legally binding obligations. No covenant — however structured — was honored by them.

Ayah 10 = لَا يَرْقُبُونَ — نون present, مرفوع, standing alone as a direct statement of fact.
Ayah 8 was hypothetical — if they had power, they would not honor. Ayah 10 is declarative — they do not honor. Present tense. Ongoing. Universal. The مرفوع mood signals this is not a conditional — it is a permanent characterization.
فِي مُؤْمِنٍ — The Indefinite Singular
Ayah 8 used فِيكُمْ — concerning you (plural, second person, addressing the Muslims directly).
Ayah 10 uses فِي مُؤْمِنٍ — concerning a believer (third person, indefinite, singular).
The نكرة (indefinite) singular is the most powerful formulation possible. Not the believers — any believer. One person. Whoever carries iman — that single person's rights mean nothing to them. The singular indefinite reduces the target to the individual human being who believes.
إِلًّا — A Rare and Deep Word
This word appears rarely in the Quran and scholars differ on its precise meaning. The strongest opinions:
1. A sworn pact or oath — the most binding verbal commitment.
2. A bond of kinship — blood ties.
3. Some scholars read it as derived from الله — meaning not even Allah is regarded in how they treat the believer.
The ambiguity itself is meaningful — whichever reading you take, the point is the same: nothing holds them back. No oath. No family bond. No God.
وَأُولَٰئِكَ هُمُ الْمُعْتَدُونَ — The Sentence of Exclusive Condemnation
أُولَٰئِكَ = demonstrative pronoun pointing to distant objects — used for people being described from a distance, with a sense of removal and otherness.
هُمُ = ضمير الفصل — the pronoun of separation. Inserted between مبتدأ and خبر to convey exclusivity: they and only they.
الْمُعْتَدُونَ = with ال — definite. Not transgressors but THE transgressors — the embodiment of transgression itself.
Combined: Those — they and no one else — are THE transgressors. Exclusive. Total. Definitive.
الْمُعْتَدُونَ — Form VIII اسم الفاعل
Root: ع-د-و — to cross, to go beyond, to transgress boundaries.
Form VIII (اِفْتَعَلَ) signal: اِ at start + ت inserted after first root letter → اِعْتَدَى.
Form VIII = reflexive and deliberate. This is not accidental transgression. It is personally chosen, actively committed crossing of every boundary.
اسم الفاعل of Form VIII = مُفْتَعِل pattern → مُعْتَدِي → plural مُعْتَدُونَ.

From Hypothetical to Fact
Ayah 8 said — if they had power over you, they would not honor anything. That was a warning about potential.
Ayah 10 removes the condition entirely. لَا يَرْقُبُونَ — they do not honor. Full stop. No hypothetical. This is who they are, right now, regardless of power dynamics.
The escalation across these two ayaat is deliberate. First Allah shows you what they would do if empowered. Then He tells you — they are already doing it in every way they can. The hostility is not latent. It is active.
Ideology Not Politics
The shift from فِيكُمْ (you, the Muslim community) to فِي مُؤْمِنٍ (any believer, singular, indefinite) is one of the most theologically significant moves in this passage.
It means their hostility is not directed at a political entity, a tribe, a nation, or a community. It is directed at the act of believing itself. Any human being anywhere who carries iman becomes their target by virtue of that iman alone.
This reframes the conflict entirely — from political to ideological, from communal to individual, from situational to permanent.
The Portrait Completed
Across Ayahs 8, 9, and 10 Allah has built a complete three-dimensional portrait:
Ayah 8 — Hypocrisy. Mouths say one thing. Hearts refuse.
Ayah 9 — Greed. They sold the signs of Allah for a paltry price.
Ayah 10 — Hostility. They honor no bond concerning any believer.
Three dimensions — internal dishonesty, transactional corruption, active hostility. And the conclusion seals it: وَأُولَٰئِكَ هُمُ الْمُعْتَدُونَ — these people, defined by all three together, are THE transgressors. Completely. Exclusively. Definitively.

Ideological Hostility in the Digital Age
In 2026 we are witnessing a global pattern that mirrors what this ayah describes — hostility directed not at people's politics, nationality, or tribe, but at their values and beliefs. Cancel culture, algorithmic suppression, coordinated harassment — these are often triggered not by what someone did but by what they believe and who they are.
The Quran identified this pattern 1400 years ago: when hostility is ideological rather than political, it has no natural limit. There is no treaty that can contain it. No compromise that satisfies it. Because the target is not your action — it is your existence as a believer.
ضمير الفصل — The Grammar of Clarity in a World of Ambiguity
The ضمير الفصل — هُمُ — inserted to say they and only they — is a grammatical act of precise identification in a world that loves ambiguity.
In 2026, one of the great failures of discourse is the inability to name things clearly. Everything is nuanced to the point of meaninglessness. Institutions refuse to identify bad actors. Leaders speak in language designed to obscure rather than illuminate.
The Quran does the opposite. It uses ضمير الفصل — a grammatical tool specifically designed for precision and exclusivity. These people. This behavior. This is what it is. Clarity is not cruelty. Sometimes naming a thing correctly is the most merciful act — because it prevents the harm from spreading under the cover of ambiguity.
The Individual Believer in an Age of Mass Everything
The indefinite singular مُؤْمِنٍ — one believer — speaks powerfully to 2026. We live in an age of mass everything: mass media, mass data, mass AI, mass influence. The individual gets lost in aggregates and statistics.
This ayah insists on the individual. Not the Muslim community. Not the believers as a bloc. One person who believes. That one person's rights, dignity, and covenants matter. The grammar itself is a statement about human dignity at the individual level — which is precisely what gets eroded in the age of mass systems.
